While none of these monsters are particularly powerful on their own, their ability to conceal themselves can seriously endanger the unprepared. The ecology of The Underdark can be so vicious and hostile that honing your stealth is essential, and these creatures have frustratingly mastered it. Ropers and darkmantles, in particular, who can blend in with stalactites, can be annoyingly hard to not blunder into. Encountering them in numbers or in conjunction with other more intelligent adversaries can spell doom for anyone.
The advantage heroes might have against the creature's false appearance is strategic intelligence. Most monsters who fight this way are little more than hungry animals -- they might be immediately dangerous if stumbled upon, but at least they don't have an agenda beyond their next meal. Proper scouting, using the survival skill and divination magic can help to stop these nasties from punching above their challenge rating.
Be suspicious of everything and remember that those who let their guard down in the Underdark become food, or worse. These gape-mouth horrors are among the deadliest undead to populate The Underdark. Created by the evil touch of Orcus, bodaks are bound to serve the demon prince and are often used by his cults as hunters and as agents of destruction.
When not doing the bidding of Orcus, bodaks hunt and kill the people they knew in life in an attempt to erase all ties to their former selves. Of course, this drives them deep into The Underdark, where they needn't ever fear the sun. The bodak's real power comes from its combo of abilities. There are many ways to wave this away. Nonetheless, you can argue that when you are gagged, your tongue cannot move about and you cannot shape the sounds and words precisely because of this, whereas being underwater does not forbid this.
You can also say that being gagged restricts your jaw movement, but being underwater doesn't, so you still retain enough control to be able to cast while submerged.
